700 is alot. You can get a new set from VW Unlimited with hex bar linkage for $600. If you are gonna go bigger on that motor, then you can get the 44's for $600 as well.

The carbs that come from VW Unlimited are FROM Empi but they are WEBERS. As long as you keep them in sinc, no problems.
